Valance for Different Sized Windows

Question

I am making valances for a bedroom with two windows of different sizes. One is 41x62, and the other is 37x44. I know I need to hang the valances the same distance from the ceiling, but I do not know how to determine length for the smaller window.

I have decided on the length for the larger window, so do I just make the other proportionately? (larger window = 20" long so smaller window would = 14" long)

I am making them out of a throw with bead fringe. They will be on the wide, flat rods and have no fullness.
